Title:                           East Sussex Joint Strategic Needs Assessment (JSNA) Update

Purposes:                  To present to the Health and Wellbeing Board an update on the JSNA for East Sussex.

 

 

RECOMMENDATIONS

 

The Board is recommended to approve the JSNA priorities and workplan for 2025.

 

 

1.           Background

1.1       The Joint Strategic Needs Assessment (JSNA) programme was established in 2007 and reports on the health and wellbeing needs of the people of East Sussex. It brings together detailed information on local health and wellbeing needs to inform decisions about how we design, commission, and deliver services to improve and protect health and reduce health inequalities. The JSNA is an on-going, iterative process, led by Public Health within the County Council.

1.2       Statutory guidance for Joint Strategic Needs Assessments states that the responsibility for overseeing JSNAs lies with the Health and Wellbeing Board (HWB) and this has been reiterated in guidance on health and wellbeing boards published in November 2022. In East Sussex, this process has been led by Public Health on behalf of the Health and Wellbeing Board.

1.3       Since January 2012, all JSNA work and resources have been placed on the East Sussex JSNA website so that it provides a central resource of local and national information relevant to East Sussex.

1.4       Resources include local needs assessments, local briefings on specific topics, direct links to national tools containing local data, Director of Public Health Annual Reports, and signposts to other useful resources such as East Sussex in Figures (ESiF).

 

2.           JSNA developments since the last report to HWB

2.1       There have been many updates to the JSNA since last December. Some of these were on the work plan for 2024 and others were added to the workplan during the year. Here are just a few highlights:

3.           East Sussex in Figures (ESiF) relaunch.

3.1       The new ESiF website went live on 8 August 2024. This was a joint project undertaken by the Performance, Research and Information team and the Public Health Intelligence team at East Sussex County Council (ESCC) to design, procure and implement a replacement for the old ESiF site. Now that the ESiF solution is in place to provide access to regularly updated data, profiles and reports, further work will continue through 2025 to integrate ESiF and the JSNA website further.

4.           Research Collaborative Hub (RCH)

4.1       The East Sussex Research Collaborative Hub (RCH) is a 12-month partnership between the University of Brighton (UoB) and ESCC. It builds on many years of collaboration between ESCC and UoB academics including our 2023 bid to form a Health Determinants Research Collaboration with UoB as our lead academic partner. We hope that our RCH will enable us to further develop our partnership with UoB academics and other higher education institutions. The programme has two main workstreams to support the delivery of public health research projects in East Sussex and to build research infrastructure through training and capacity building activities.

5.           Priorities for the system based on JSNA work to date.

5.1       A summary of the JSNA priorities, which were agreed at the December 2023 Health and Wellbeing Board, is available on the JSNA site. This is an infographic summary of key data pertaining to the five JSNA priorities for East Sussex based on work. The priorities remain in place following the addition of resources during 2024. These priorities will be discussed in detail at future Health and Wellbeing board workshops.

6.           Workplan for 2025

6.1         The governance for the JSNA remains the same as reported to the Health and Wellbeing Board in December 2023. The JSNA working group feeds into the East Sussex Health and Care Intelligence group and receives suggestions from this group in the planning and development of JSNA resources (see appendix 1).

6.2         The proposed workplan below sets out the key pieces of work to be undertaken during 2025. This list is not comprehensive and there will be the need to respond to requests as priorities emerge throughout the year. Where appropriate, the work will consider the whole life course.

·         Needs Assessment on the Mental Health of Older People in East Sussex

·         Needs Assessment for People with Multiple Compound Needs

·         Climate Change Health Impact Assessment (HIA)

·         Director of Public Health Annual Report 2024/25 – Regarding Coastal Community Assets

·         Integrated Community Teams (ICT) – Supporting the data and intelligence needs as ICTs develop, including data pack updates if required

·         Smoking briefing

·         Cancer data briefing

·         Analysis of pupil health and wellbeing data

·         Neurodiversity data briefing (all ages)

·         Health Protection data briefing

·         Hospital Admissions caused by unintentional and deliberate injuries in children briefing

·         Adding and updating profile pages on the site as they become available from organisations such as the Office for Health Improvement and Disparities (OHID), ONS, other Government departments, LGA etc.

 

7.           Conclusion and Reason for Recommendation

7.1         The Health and Wellbeing Board is recommended to approve the JSNA Priorities and workplan for 2025.
